We are seeking a highly experienced and dynamic Technical Lead to lead our agile development teams and ensure they follow the technical approach designed for one of our engagements. The Technical Lead will be responsible for overseeing all development activities and will coordinate

closely with product owners to develop a shared vision that represents the needs of the customer and the users of the systems.
The successful candidate will be an experienced agile software/website developer with experience in Ruby on Rails and in working in a collaborative and agile development environment. S/he must be able to engage directly in the development and implementation of the technical solution.

The successful candidate will have:
7 plus years of experience in web/portal and other system development
5 years of experience with the US Digital Services Playbook and the US Web Design System
5 years of experience leading development activities
5 years of experience working within agile development environments, and
5 years of experience working with government customers to deliver technical solutions.


Functional Responsibility:
Lead and manage the teams responsible for development and testing processes in an Agile environment
Lead teams to conduct continual enhancements, bug fixes, monitoring, testing and evaluation, analytics, and support activities
Provide expert guidance on engineering direction and strategy
Provide integration and coordination of all activities to execute project activities
Maintain a solid understanding of requirements and efficiently and effectively lead development teams in meeting them
Leverage DevSecOps practices such as CI/CD and process automation
Provide hands-on development including building and configuring applications
Ensure team adherence to project quality standards
Communicate client specifications to development teams
Assist with application troubleshooting and debugging
Keep projects on schedule to meet deadlines within sprints
Communicate effectively to present solutions, options, and recommendations to a variety of audiences, including client leadership
Adept in applying Agile development practices and using Agile project management methodologies (e.g., Jira, Confluence)
Enforce quality standards and processes related to the customer's technologies, architecture, and security requirements
Implement a thorough understanding of human-centered design skillsets, including principles for user interfaces, graphic design, and information design
Advise and consult on emerging technologies and comply with customer's business objectives


Required Skills:
Bachelor's degree in Information Technology, Computer Science, or related field
7 years development experience
5 years of experience with the US Digital Services Playbook and the US Web Design System
5 years of experience working within agile development environments
5 years of experience working with government customers to deliver technical solutions
Strong expertise in Ruby on Rails and other relevant technologies
Proficiency in DevSecOps practices, emphasizing security integration within the development lifecycle
Expertise in Test-Driven Development (TDD) to ensure the delivery of high-quality, reliable code
Solid understanding of web application development, system architecture, and design patterns

Excellent leadership, communication, and interpersonal skills


Desired Skills/Certifications:
Agile or CSM - Familiarity with agile methodologies and frameworks, such as Scrum or Kanban, is valuable for effectively managing IT projects and teams

ISO (9001, 27001, 20000) - Having knowledge or certifications related to ISO standards can showcase an individual's commitment to implementing industry-recognized best practices and adherence to international standards for quality management, information security, and IT service management
